MANASQUAN — A longtime borough employee has been charged with the theft of $230 from the Manasquan Beach Office, according to court documents obtained by The Coast Star.
According to the complaint summons, Tracy L. Sullivan, 59, of Manasquan, stole the funds from an envelope at the beach department’s office, located at 205 Beachfront.
Sullivan worked as the beach office manager, according to Mayor Michael Mangan. According to a resolution passed at the April 21, 2025 borough council meeting, Sullivan was paid hourly as a seasonal employee at a rate of $28.50. Sullivan has been working for the borough since May 2003, according to payroll records.
According to the affidavit of probable cause, Sullivan was captured on a surveillance camera at approximately 7:32 p.m. on May 6 walking into a closet on the first floor of the beach office where the safe is kept. She then opened the safe, removed an envelope from the tray labeled “Lifeguard Tees or T-shirts” and counted the money before removing $40 in cash, according to the affidavit of probable cause.
During an interview, Sullivan admitted to taking $230 from the envelope on different occasions, without approval from any member of the lifeguard nonprofit corporation. Sullivan was arrested on May 15 by Manasquan police. Her case is being handled by the Monmouth County Prosecutor’s Office.
A copy of the affidavit of probable cause provided to The Coast Star by the Monmouth County Prosecutor’s Office says that the case against Sullivan included surveillance footage, her own admission of guilt, as well as statements from five individuals whose names were redacted from the file.
According to Mayor Mangan, deputy office manager Eileen McFadden has assumed the role of beach office manager.
According to payroll records obtained by The Coast Star, Sullivan received her last paycheck on May 16, the day after she was charged.
The Coast Star contacted director of the Manasquan Beach Department Doug Anderson, who did not return multiple requests for comment. Interim Business Administrator Rich Read said he could not comment on personnel matters.
Sullivan was issued a summons and is scheduled to attend a hearing on July 1 at the Monmouth County Courthouse in Freehold, according to the summons.
An attempt to reach Sullivan by telephone was not successful.
