WALL TOWNSHIP — The planning board continued its review of a plan for a large multi-family townhouse development to be built in the northwest section of town on Tuesday. It is to include 68 affordable units, the largest proposed affordable project currently under consideration in Wall.
The planning board decided to carry the application to its Sept. 18 meeting, following a disagreement between planning board members and developer Wall 34 Realty LLC over the quality of the proposed siding material.
The new development includes 296 townhouses in 29 buildings, a clubhouse with pool, site improvements and a new municipal water tower, all located at 4898 Megill Road and 1452 Route 34.
David Fultz, vice president of Toll Brothers New Jersey, the architect of the project, previously told The Coast Star that the market-rate townhouses will cost around $750,000 but called the price a “moving target” based on market demands and also stated that none of the units will be rentals.
The parcel is 47.25 acres and zoned as AH-7, for affordable housing. The development will include 68 affordable housing units spread across five buildings that are made with the same materials as the market-rate houses.
The affordable buildings are tri-boxes with three units per stacked building component, except for one duplex, while the market-rate buildings are duplexes, including two units per stacked building. In total, there are 29 buildings consisting of three floors each, including both affordable and market-rate housing units.
Richard Wonsala, board vice chairman, drew a hard line on the township’s expectations concerning the quality of sidings on the projects approved in Wall, stating “To keep continuity in our town and the projects that have been done presently, they’re all fiber cement. I think we would like to see that.”
“Our other builders are building luxury townhouses and apartments at market-rate and yours are super-luxury, yet have vinyl siding. So you’re going to be subpar standard as far as market-rate units go when compared to our other projects in town. I think from a marketing standpoint, if you want to stand above them to be super-luxury you should have the type of siding to compare,” said Mr. Wonsala.
Neither side was willing to change their stance on the use of vinyl siding, instead agreeing to carry the application to Sept. 18, when Wall 34 Realty will bring in physical samples of the vinyl siding for the planning board members to see.
